Ms. To has more than 25 years of experience as a project manager for the Department of Defense (DoD) and the United States Army. Ginny led traditional and distributed academia, industry, and government research and development personnel teams. She has managed several complex technical and scientific programs, developed strategic plans and technical program roadmaps, established Science, Technology, Engineering, and Math (STEM) and workforce development programs, led proposal and grant teams resulting in successful awards, managed all aspects of program/project financials, schedules, and deadlines, and established lasting and strong relationships with academic, DoD, commercial, and government scientific partners. Ginny focuses on supporting ETC’s Partnership Intermediary Agreement with the Army Research Laboratory. She has a BA in Mathematics from Barnard College, NYC, and an MS in Computer Science from Johns Hopkins University, Baltimore, MD.
